The Associate Director, Policy Research works to shape and carry out DQC’s advocacy work by helping make sense of the education field, its use of data, and the policies in support of that use. In support of an agenda that envisions a world where data is used to drive systemic change, economic mobility, and student success, the Associate Director manages the strategic development and execution of DQC’s unique brand of advocacy-focused policy analysis and learning efforts. The Associate Director will work closely with DQC’s policy research, advocacy, and communications teams as they are intrinsically linked and interdependent.
The Associate Director’s work is not to crunch numbers but to strategically help our organization answer these questions:
- What does DQC need to know in order to inform, measure, and carry out our advocacy?
- How do we learn it using everything from policy scans to opinion research to surveys and legislation review?
- How do we use our insights to take action and build our team’s expertise, share best practices and recommendations with the field, and find opportunities to advance DQC’s agenda?
To answer these questions, the Associate Director:
- Collaborates with other organizational leaders to design, oversee, and interpret diverse research initiatives that support the organization’s mission.
- Advises the organization on the state of the field, emerging issues, innovative practices, and the implications for our advocacy.
- Leads teams in the creation of tools, resources, and publications for a variety of stakeholders to showcase DQC’s research findings and related policy recommendations.
- Identifies interconnections in the research across the organization and advises researchers and team leaders around the implications of those connections and potential next steps.

Education and Other Experience:
- DQC values both education and work experiences that demonstrate the ability to lead within the organization in the policy analysis space.
- It is likely that someone will find success in a DQC Associate Director role with a minimum of 11 years of experience, which can include a combination of postsecondary education, and full‐time, professional work experience. However, a minimum of 5 years of relevant work experience is required.
What You’ll Do:
- Partner and collaborate with research, advocacy, and communications leaders from across the organization to develop strategies to understand the education and policy landscape to advance our agenda.
- Coordinate DQC’s high-visibility policy analysis projects by:
- Deploying methods such as surveys, interviews, focus groups, and literature reviews to learn about and highlight state data efforts, and to measure DQC’s impact on the field.
- Synthesizing, distilling, framing, and communicating key issues related to data use, policies, and practices at district, state, federal, and national levels to a variety of audiences.
- Providing strategic oversight of project goals, implementation, and dissemination.
- Managing and guiding staff in conducting research projects, report writing and dissemination.
- Provide perspectives to organization leadership about research needs, findings, and implications.
- Stay updated on developments in the field and leverage that knowledge to seek and develop strategic opportunities for collaboration and partnership.
- Leverage DQC’s custom research to respond to requests from the field.
- Establish new partnerships and steward existing ones, including with state-level and national policy, research, and advocacy organizations and policymakers to advance DQC’s policy agenda.
- Manage team budget(s) and work plans.
- Travel occasionally for the organization. (Note: DQC travel is currently very light due to the COVID-19 pandemic.)
Compensation, Benefits, and Hybrid/Flexible Work Environment
- Starting salary range of $80,000–$100,000, commensurate with qualifications.

- We provide a hybrid work environment which means all DC-area employees should plan to be in the office 1-2 days per week; however, the expectation is that staff should not be working in the office 100% of the time. If you are not based in the DC area, the expectation is that you will be in the DC office once per month for 1-3 days (DQC will cover travel expenses). We are flexible on working hours and genuinely care about the quality of your work more than the time of day you do it. We ask staff to be available for team meetings and collaboration via technology platforms.
- Note on Vaccine Policy: DQC has made the safety of our staff and our surrounding community a top priority. As a part of that commitment, DQC recently implemented a mandatory COVID-19 vaccination policy. This policy states that all DQC employees, interns, and fellows (i.e., DQC staff) are required to be fully vaccinated against COVID-19. DQC will require selected candidates to submit proof of complete vaccination against COVID-19 prior to extending a job offer. If a candidate has a qualifying medical condition that contradicts a COVID-19 vaccination, a medical exemption form should be requested from Human Resources.
